You'd be surprised actually...... I've winched across a river on batteries, then checked the engine over and then re-started....
Theres only 1 situation where you wouldnt have the engine running and this is deep water recovery.... An electric winch will pull you the length of its wire and start the vehicle after in 99% of cases - 35Mtrs of cable is comparable to a decent 'cranking' session on the starter motor :cool:
But yes, line speed of a dedicated PTO driven Hydraulic winch is a thing of beauty...... :D
