Yes, I agree that you do have a brake problem.

i v got an ex army landrover. theres brakes in both front wheels and bck drivers side wheel. but no brakes in the passenger rear side. the brake jamms in the drivers side rear wheel side and unjamms when i go forward a bit.

If there are no brake parts on the LH rear, wouldn't the fluid be expelled upon application of the brakes?
Or are you only missing the brake drum?

Or are you saying the brake on the LH back does not work?
I would be looking at the state of the LH rear wheel cylinder - it is probably seized (but don't forget the possibility that a previous owner has blocked it off because it was leaking!). The problem with the RH back is probably also a sticking wheel cylinder or possibly a broken, stretched, or wrongly installed pull-off spring.
