service my 300tdi yesterday
went to spin offf the oil filter by hand and couldn't.....was cursing myself and couldn't work out how i could possibly get it on so tight. than it dawn on me that the last service was done by a mechanic, this is the only time i have had a mechanic change my engine oil since i have owned the rig
i have never owned an oil filter remover, good thing the guy next door had one
so the question is
how tight should ol filter be done up
for 120 000km changing the oil every 5 000 i just spin the oil filter on by hand after coating the rubber seal with oil, when the oil filter meets the face of the oil pump i than rotate x amount more, until it feels tight but not too tight

Instructions are "to gasket makes contact then 1/4-1/2 turn". The rubber is usually swollen by the oil and the expansion is the issue.
One thing to note, I've had a leak from (and admittedly a V8 D2) under the gasket and found that between a comparison of 4 brands of filter there was a difference in the diameter of the seal. Used some loctite 515 and it's all good. No harder to remove than normal.
I always do up filters as tight as one hand can do, then use a filter removal tool like this one:

It works on all size filters and fits on the end, needs very little extra clearance to operate. Works with an open end spanner if room is tight.
Tightened by hand as stated, still they often require a tool to remove. If the gasket is not smeared with oil on installation they can be very hard indeed to remove even with tools. Last one I had changed by a mechanic had the opposite prob to you; it came loose and spewed oil all over the underside of the vehicle.
Just follow whatever instructions are printed on the side of the filter or box, usually rotate till (oiled) gasket contacts then 1/4 to 1/2 a turn more, always check for leaks after a short run to warm engine oil, Regards Frank.
Some mechanics seem to be a bit too physical, I've had a oil filter that bent out of shape after replaced due to lower end rebuild, that I thought the car must have run over a army tank stopper!!.
I do my TD5 oil filters as tight as one hand can, because that's all the room I've got!!. My old TDi was as written on the filter.
