in SA you can not have them any higher than 1.2m above ground level. The ones on my Defender are at 1.2m.

I thought they need to be mounted no higher than the original lights.
You are mistaken. As bambusa said - the rule is 1.2 m max height in all states I am aware of.

However there are also rules about protrusions above and/or in front of bullbars which many of these setups would fail.

Lights must also be mounted in pairs (so 1/3/5 spotlights would be illegal), and most states limit additional spot/driving lights to 2-3 additional pairs.

But your insurance company will look for ways not to pay out. On another thread someone was saying that if you're in accident with a 4wd at night tell the police that their lights dazzled you. If they're mounted too high the driver is in trouble.
Can't really see what difference 50 cm Hight is going to make when you have a pair of high powered spot lights shining on the front of your truck. The person your blinding could not tell where they are on you car. Just that they are bright

Just having illegal lights would not be sufficient for an insurer to deny cover. They could only do this if they could show that the additional lights caused the accident

Depending on where you are - try somewhere that sells UHF radio setups and use the antenna brackets they sell. They will check your bull bar and give you the ones that fit.
