Thanks for the suggestion Mario. Three checks.
First I replaced the rubber hoses in the whole CC system including the one to the brake switch.
second when I powered up the vac pump the throttle operated , when I put my foot on the brake the vacuum was released. I listened for sucking sound from switch when brake pedal not depressed
Third I took her for a spin with the vac switch pulled out of the brake pedal bracket. Whoooo Hooo if It had worked I would not have been able to release the vacuum but the pump would turn off with the cc switch . I could have oversped the engine but I just had to make absolutely sure.
So I am fairly certain its not the brake switch. Also replaced the electric switch which disintegrated when i moved it . Brake lites work so I guess that's OK

Get hold of the RAVE manual, from the shop here.
Follow the diagnostic tests EXACTLY, don't even think of a shortcut... especially, test the brake switch when in place.
Mine was the ever-so -slightly mis-adjusted brake switch, as well as a heap of leaky, hard and split hoses.
When working, they are very smooth and stable. Worth the trouble to get them going again, IMHO
