Ignition Switch back feed problem (TD5)

    Hi,
I'm working on a Land Rover TD5 defender (1999) and I can't get to the bottom of a problem I've been trying to solve for ages.
Problem: Engine won't switch off unless I apply foot brake, eventhough ignition is off. With ignition switched off there is still 9V in the switched side of the ignition.
    Have tried:
    Renewed all the earths
    Renewed Ignition relays
Disconnect engine ECU, but ignition lights still stay on.

If you are able to help me solve this problem, that would be brilliant.
    Many thanks.
