I have the appropriate VSB. I'm sure the trailer is or will be compliant. I would get a concessional RAV for ROVER, but I don't know who can test the trailer. The DOI has a list, but it doesn't show locations or even business names in many cases.

I got my home built camper trailer registered in VIC year before last.
Reasonably simple process - from what I remember, you phone them and request a serial number (which then has to be stamped or permanently part of the trailer - I welded the numbers and letter into the drawbar), then download and fill out a form from Vicroads website, get a certified weighbridge certificate (which clarifies the class its in), take the whole lot in and give them money, then they give you a compliance plate and registration plate. They don't want to see the trailer, just the declaration that it complies with their list of requirements.

I think the home made scenario has recently changed for Vic .
Pretty sure they need engineer paperwork now
You may need to show CTA compliance for lights, hitch and safety chain. This is a new thing in trailers to meet ADR
