The pipe that dips into the tank to suck the fuel probably has either a rust hole above the petrol level, is blocked (it has (or should have) a wire screen on the bottom) or both.
Disconnect the fuel pipe from the top of this and replace with a length of transparent tubing. Suck on the end (preferably with a tyre pump or similar with the piston reversed, although if the tubing is long enough you can just suck with your mouth; don't blame me though if you get a mouthfull of petrol!). This should clarify if there is a blockage or an air leak.
A further possibility is an air leak or blockage between the top of the tank and the two way tap, or possibly you are not using the tap correctly - perhaps try removing it and checkong its function. Yet another possibility is that a previous owner has bypassed to tap to only use one tank, probably because the tap was leaking - trace the piping.
