Not over yet, seems the the locking ring is not on correctly as when tank was filled and checked after driving can see it is leaking, I don't understand why this has been so difficult, others seem to do it without any hassles.

The rubber seal is a tricky number. Make sure it is inserted fully into the tank, then lube the pump top so that it slides in without much force, you should see just a thin ring of rubber around the pump. Then fit the locking ring, probably worth lubing the thread on that too.

Neat "Palmolive" detergent makes good rubber lube, there's probably plenty of other good lubes available, e.g. rubber grease.

Bee Utey, you may have hit the proverbial on the head, I had just put the seal on the pump and installed it, the seal would not be penetrating into the tank, just sitting on the top, thus making it hard to get the whole thing down far enough to tighten the locking ring, will look at this closer tomorrow.
