The brakes would have to work before they could be bedded in.
Most Bendix pads have the "titanium stripe" and don't require bedded according to their own advertising.
I think we need more info from the OP.
PS if you do bother to bed , don't hold the HOT brakes on after you stop as you may tattoo your pads image onto the disc causing other problems.
thanks for reply but I think problem has now gone beyond pads because after spending lots of bucks the bloody brakes are back to where I started from

I asked what year model and whether you have 1 or 2 brake lines into each front caliper, the 2 different systems bleed completely different to one another and if not bled properly you will continue to have no brakes, Regards Frank.
Did you use an aftermarket or generic master cylinder rebuild kit? I had endless issues trying to get my brakes to work until I installed an OEM rebuild kit. For some inexplicable reason the generic kits wouldn't work.
