I believe it's a safety related feature so kids find it hard to stick their head out of the window.
The wheelarch might also play a pivotal role too.

I've noticed that both RHS & LHS windows in the back seat of my '96 Disco Tdi only go half way down..... Is this normal... and if not what could be the problem as to why both windows don't fully go down?

Yeah, only just when one of the kids tried putting the window down...... If it is correct, then its the first car that I've seen it on in 30+ yrs.....
With the controls in the front, etc, it doesn't really make sense + wearing seat belts kinda prevents u from sticking your head out the window.....
OK then, choose option 2.
Let us know how you go cutting away your door & wheelarch.

Fairly common I would think My Audi a4 .A previous Subaru the Defender all to do with the wheel arch position
Due the shape of the door there is no room for the glass to go down further.
