loose exhaust manifold bolt, turbo mount bolt, slpit manifold gasket, intercooler hose clmap loose split int the IP boost compensator line or the wastegate actuator line

The steel goes against the exhaust manifold.
Its a fair bet the whistle is the inlet manifold not sealing properly, letting the boost escape.
A new gasket installed the other way should be all it needs
