For ionisation to occur, something would need to be added to the fuel to cause a chemical reaction, where atoms gain and loose electrons, placing a magnet on the outside wouldnt do a freakin thing. Even if it did work its not because of ionisation, and lining up as few molecules is definitely not ionisation, and there would be a few more atoms/molecules than depicted in their picture.
