when you put the chain on the crank pulls the chain around from the cam, when the chain is on all the slop should be on the side of the tensioner, when you release the tensioner it should self center up on the slop.
theres a few options for TDCing the crank, my favorite is with a stop bolt inserted through #1 glow plug hole and then using a cam degree wheel on the crank/flywheel to establish TDC.
