Probably depends on when it was built - Series 3 production was over the period that seat belts in the rear became compulsory, and it also varied from state to state. If fitted to early S3 the belts would have been non-automatic adjustment, and lap only in the middle. Fitting them should be fairly easy, but will probably require engineering if not previously fitted.
Seat belts would not have been fitted to the sideways facing seats and to install lap belts on these would require reinforced mounts as on 110 and Defender, and would need engineering.
There is no provision in them for child restraints, but the "crab bar" usually used in Defenders should just bolt in as the dimensions and structure are identical. Child restraints cannot be fitted to sideways facing seats.
