I'll tell you a story. I used to have what was called an MSIC card, which gave me access to the docks. Getting one of these took time, and ID, and who knows, and involvement with the MUA. There was a thing called the One Stop Shop. The requirements were intense, all so I could drive a B-Double onto the wharf here in Melb. The card has a chip in it, much as your credit card does. The card is paid for for two years, when it needs to be renewed. After about 5 months, the chip in mine ceased to work. I could no longer access the wharf. The One Stop Shop told me I would need to buy a new card. Now, if you have never been in a situation that involves the Federal Govt and a major trade union, and "National Security", then perhaps you won't understand where I was, a simple man doing a job, who saw no reason to pay again for something I had already paid for.
I went to CAV, as the ID chip I had paid for was issued in Victoria. They weren't too interested, but I insisted, and they took it on. About a week later I gat a call saying my card would be replaced free of charge, as it should have been. I can't say that CAV, for sure, fixed it. I can recall holding up the gate at the Patricks gate at the wharf because my card wouldn't work. The truck had a transponder to get it through the gate, but I needed my chip to get ME through. Caused no end of delays, as my card was always deemed valid upon inspection, but a B-Double is quite an obstruction at a gate. I was issued a new card forthwith though, and I believe it was CAV that did that.
They aren't toothless, unless you are.
