I would be running this with the turbo, I could easily remove the turbo and have it engineered like that as it is a major modification to the engine.

I will be keeping the turbo though. I will de-tune the engine by restricting fuel or more simply air on the dyno, this will not be a permanent solution just on the dyno, I am keeping the turbo for a reason

I need it to be engineered with a turbo so when I get pulled over I have papers that say turbo.

I could change the engine and say nothing if I wanted to do it illegally. This is however not the plan.

Yes. Nobody in the history of the planet has tested any engine on a dyno.....

The problem is... Engine dyno testing normally costs more than an engine.

Good luck with your temporary detuning plan. I'm sure the engineers that certify the vehicles are dumber than bags of hammers..... I would find it hard to believe they will use any number lower than Land Rover's official ones.

I’m not speculating here I have only facts. I will get the job done, I am not relying on ignorance, I am relaying a process that an engineer has already approved.

I think it doesn’t take a genius to understand this is not an economical process but thank you.

If you truly believe Mechanical engineers are dumb then you must be a pretty clever guy.
