The damaged seal surface has been repair at some stage previously using some sort of metal spray.

We don’t have the equipment to spray

I have labor available and the need to reduce spend....one happy fitter doing some turning

A 100mm piece of hollow bar to make a sleeve cost me $114.....

I’m not sure I could get it reclaimed by metal spray for $114...

More than one way to skin a cat

Turning speed would be around 60 to 80 rpm using tungsten carbide depending on the type of steel, tough or hard. Try 80 with a light feed and depth of cut and see how it takes it then up the speed or feed as required.

.001" per inch is the rule of thumb for a shrink fit. I would be leaning to the couple of thou clearance and 680 loctite route, unless there is a good reason to make it a shrink fit
