I've read about enough instances to make me think they're common enough, esp pre 2003.

if its that low on power but its running, and its diesel its not getting air... turbo theory out, blocked cooler, collapesed air filter or inlet hose is in.

Collapsed turbo hose. Always seems to happen in the worst locations!
Also keep an eye out on the top radiator hose around the "T" joins.

I was also told you will know when the turbo goes as you will have your own smoke screen.
