It could be the voltage stabiliser, or its earth, or any of the connections leading to it, but it sounds to me more likely to be the earth on the instrument cluster itself. It is certainly something that involves both gauges, so that leaves only the instrument cluster earth, the stabiliser or the connections between these. A test that usually reveals a faulty earth on the instrument cluster is a change of reading when the instrument lights are switched on and off. Another possibility is the ignition switch.
