As everybody who has had to do this type of work has said.
It is safe to do, as long as you observe all of the safety requirements. Of course the fools in Public Service "do not know this to be true". So try to pretend it is dangerous and illegal.
I have repaired many a fuel tank in this fashion. Just remember - Safety First.

Fire extinguishers work
Another source of C02 is from fire extinguishers. After a full H20 flush you can then fill the tank with C02 fire extinguisher.
My old man used the trick of running exhaust fumes through the tank for a couple of hours prior to repairing.
Using non heat source cutting implements like drills and nibblers etc can still create a spark that can ignite any fumes.
Filling with H20 while working on them is OK if you are repairing but if cutting an end off is not much use at all except filling your work area with water.
