have you checked the simplest things first.......
like are you actually getting full throttle.......this has caught a few people out before.......

Cables stretch,if it aint opening the pump fully,small turbo diesels suffer a huge power drop.
Get somebody to hold the pedal down hard,see if you can open the pump wider at the same time by hand.

other things to try is new filters and bypassing the sediment catcher....if a disco ( worked for me) i now have a Delphi 296 fuel filter with built in glas bowl and nothing else between the tank and the engine bay

Hi Mate;
Just a Long shot , have checked "the boost pressure signal hose" from the wastegate actuator to your Fuel Pump housing , if pump is not recieving the correct boost signal from the the Turbo then your Fuel pump will solely rely on governor for the power. I hope I said did correctly?
and as also said all other obvious things
such as
Throttle cable
valve clearances
air filter
fuel sedimenter or blocked fuel lines
fuel filter
