Just to add a bit more to the confusion, check the ball joints as well (been there, done that). Although my bet is on the swivels as well.

I went through this a year or so ago and did the preloads, checking bushes, tyres, etc, etc. What really nailed it for me in the end was putting in a Bilstein damper.
