I had this excact same problem and it drove me nuts for months. Changed tyres, shocks, steering dampner.
Turned out to be, the previous owner bent the steering protection tube, and replaced it. The top 2 nuts on the panhard rod bracket that attatches to the chassis rail on the right hand side(one of which you have to undo) were not up to torque. 3/4 of a turn on the top after the middle was retorqued 1.5 turns. Problem solved.
Run your spanner over EVERYTHING concerning the front end, check for play, drop a shaft, THEN replace bits.
Must say a big thank-you to driveline services for this one.(I did get new beefy uni's for both shafts and a balance of them too, as well as a new slip joint)
