I think that is correct. The icon only flashes when the trailer is attached and the indicators are used.

Yes, that is my understanding.
When I got my Defender it had a bullbar as standard(2004), and the trailer icon always flashed with the indicators, because of the extra 21W indicator bulb in the bullbar (per side!).
This makes it a bit useless if you hook up a trailer, and want to be alerted if an indicator bulb on the trailer is out.
I solved it in mine by using an LED bulb in the bullbar on each side. The lower current drain meant the trailer icon worked correctly again. It also has the side benefit of reducing the current through the indicator switch.
You can achieve the same result with conventional bulbs powered via a relay.

With no trailer on, the trailer light on the dash will flash once when your turn the indicator on. If you have a trailer on, the light will continue to flash untill you turn the indicator off. No flashing with a trailer on just lets you know the indicator light on the trailer isn't flashing, burned out bulb, loose trailer light plug etc.
