I do not believe that the centre diff being too tight would give this symptom. It can be checked easily however:- centre diff unlocked, handbrake on, high range, main gearbox in neutral. Jack up one front wheel. Should turn freely, although might take a bit of effort to start moving.
If it will not turn, the suspect the centre diff is not unlocking rather than too tight. Confirm this by removing the front prop shaft - the front output flange should turn freely, or alternatively, no drive with the shaft removed and centre diff unlocked.
I suspect that the problem developing when you overhauled the box is purely coincidence, and that the problem will be in the steering gear. Likely problems are the U-joints on the steering column partly seized or the power steering pump not delivering adequate pressure, possibly because it has a partly blocked intake, or is low in fluid. This could line up with the hill bit.
