There are heaps and heaps of hubs that use the studs to locate the wheel rather than the actual center spigot. Just about all 6stud 4WD rims are located that way and probably every single trailer hub out there. In addition, any offset rim by more than 25mm on an axled 4WD is equally as illegal as a hub spacer irrespective of if it passes roadworthy where that isn't a criteria to look for. The only legal way of getting real width is to change the axle to a wider setup and then get it engineered.
