When your head was replaced the first time, were the same inectors used?
You would have the worst luck in the world to have 2 heads with the same problem, even though it is possible.
My thoughts are that if the same inectors were used and you have the same problem aagain, that the issue is in the inector body itself on the high presure side. Which would require some keen eyes( clearly your mechanic has these)

One or the other would be reasonably easy to find and repair, but I bet there are some vehicles out there with BOTH issues
