i agre with flagg...i thought mine was not reving to its full potential and then found that the accelerator cable was not adjusted correctly and was preventing full operation of the level once adjusted i gain at LEAST 30% it was a huge increase!

the fact that he can get 3400rpm without load would suggest to me that throttle pedal adjustment is ok.

I agree with the hidden filter. My NA 4bd1 (90hp) will keep up with a 1HZ powered landcruiser (120hp supposedly). It will pull all the way governer in 3rd no worries. Check the main filter too, get a new fuel filter and compare the colours of the paper. I have been caught by my memory of what a clean filter should look like before.
And if all that fails, years ago on Aulro, the was a thread about the fuel pressure regulator in the top of the fuel filter housing. It controls the fuel pressure to the injector pump. I think it was supposed to be 18psi, hopefully someone that knows will chip in here.
Just had a thought, make sure your primer pump handle is screwed down, mine ran real funny when it wasn't.
OK I've had a look for the hidden filter and you're right it's hidded - well actually I can't figure out where you mean.
from the looks of the photo you posted that is the external fuel adjustment screw which justin has already said if screwed out....
(to allow cam to roll back towards its stop that is increasing fuel) preferably dont touch it unless you really have to as your motor is NA...as for the filter look at the side of your pump and you have a little doover lacky hanging off the side that has a black base and a alloy tube off the top of it and a little diesel kiki tag thats your primer pump (call it what you wish) it has banjo fitting on the bottom of it and the "bolt" that holds it on there has the filter inside it....so pull the bolt out and clean the inside of it (the filter is a tiny brass looking gauze insert inside the bolt as these bolts have orifices in them to allow fuel to pass through) from memory a ring open ender 19mm or 22mm (i cant remember exactly at this moment as i have not looked for awhile) will fit down there nicely!!!
as you have said about rpm im assuming you have a tacho? if so where is the sensor?
