Either would be an improvement. I’ve disconnected the wastegate on my GT28. It will depend on the specs of the Subaru turbo.
I have two turbos and i can't decide which will be the better choice.
1st turbo I believe is the standard Isuzu garrett not wastegated water cooled (I'm not planning on running water to the Turbo) Photos below.
2nd Is a wrx TD04. Know the fabrication side will be a little more for this option needing adapters etc but this doesn't bother or change my decision making. Im more or less looking for input on which will be more suited all round for touring and off road work and probably towing a camper in the future. And reliability is a big one..... Does not having the wastegate and using the basic old turbo make a more reliable set up?

More details for the td04? Is it a 13,15, 19? L, HL, ? It all matters.
Some advice from someone who did it cheap the first time with a free turbo, get the right turbo first! It will only continually disappoint you.
