That is the plan .The new long axle for the locking TBD is EN26 and have ordered a piece to make a new one and keep the one in pic as spare
Pre hardened and tempered EN26 can be further surface hardened by flame or induction hardening, and by nitriding. EN26 is used extensively in most industry sectors for applications requiring higher tensile and yield strength than 4140, 4340 or EN25 can provide

As an amateur I would be keen to see a few shots of your spline cutting, particularly what you use to do the spline (make cutter yourself, buy from somewhere, single cutter, multitooth form). And will you do the hardening yourself or farm it out?
I enquired after some EN26 and was told it could be bought tempered through (no matter how deep you cut it was tempered) - all you had to do was cut your splines, then surface treat the splines as you suggest to harden them for wear.
