The NSW government is broke. These cameras are pulling in a mozza for them, and churned back into RTA funded traffic enforcement operations where police head out of the metro area, in some cases, to conduct enforcements in country areas.
Cameras in metro areas at so called black spots is an easy way to hit the motoring public in the hip pocket, with, I believe, no real change in their driving behaviour. If they were fair dinkum, why haven't they erected one on Heathcote Road at Heathcote where there have been many fatalities over the years? The Princes Highway at Heathcote is a black spot, and instead of installing a camera, they dropped the speed to 50kph.
My two cents worth (and I've never been snapped by a speed camera - but the missus has!)
