We briefly owned a 5 acre block in an estate that was run as a community title, similar to a strata setup. I joined the committee in the belief that if you don't participate then you can't grumble about outcomes. In the time I was there we had the presidents fence cut in six places at 02:00 in the morning , letting his stock out (allegedly by a retired copper who didn't like the strata rules). We had people ringing and abusing committee members because they were "entitled" to garden water on their block and there wasn't any, ( there was a drought and the dam was dry) and numerous people who refused to acknowledge the existence of any strata title and ignored all the bylaws.
In addition there is very little real power that the strata committee have without resorting to litigation which they do not have resources for.
