Fly tying vice is $31 on Ebay, part of the clamp is missing on those in your picture.

    Usually made in India.

I'm still thinking the other tool is for bending hooks or making wire links for hooks/fly tying but can't find one on the interweb.

    These are fly tying vices.
Clamp to a bench and operate the lever to grip the hook.

Not for me Gunga Din, it looks far too dangerous, I'll stick to the time tested method & use my fingers on the Zip Fastener.

    Very interesting topic though.

Agree the cam lock device is fly tying vice
The other jigger could be for turning a j - hook
Into a turned down eye hook

Hook bend aroundcurved mandrel and clamped
Then use levers and other mandrel to turn eye down ?

Definitely a fly-tieing vice missing part of the clamp. The other gadget may be for making hooks from plain wire, barbless hooks are popular with some flyfishermen and mandated in some flyfishing competitions. Given that they were found together, this seems to me the most likely use that is related to the vice.
