depends, they may be a complete self energising setup with the lever moving only the leading shoe.
As the leading shoe grabs it rotates with the drum as it rotates with the drum it moves its lower pivot towards the trailing shoe and then the trailing shoe begins to grab driving itself into the drum. effectively both shoes are leading shoes and they suck at breaking in reverse.
if its lead trail setup then yes, one side of the lever arm moves the top of each shoe and one is always trailing one is always leading.

I have a set of these brakes that I'am fitting to a trailer and I just went and had a look and the lever only moves the leading shoe so I think they must work as Blk Knight said as the bottoms of the shoes are not fixed only the top.If the lever is moved in the opposite direction ie. reverse rotation then the trailling shoe operates and it looks like the handbrake lever also operates the trailling shoe, BIDSTBC Regards John
