Undo the turbo inlet pipe from the MAF to the turbo, it is right behind it bolted to the side of the A/C comprtessor bracket. The hose from the inlet pipe goes to the top of it, the bottom pipe goes to the intercooler pipe below it that is the pressure signal, and the other goes to the wastegate actautor. Before replacing it make sure you check all those pipes for splits or leaks, as they will cause the same symptom as a faulty modulator valve. You can bypass it to check the symptoms by running a pipe directly from the lower intercooler pipe to the wastegate actuator, this will bypass the valve.
