if anything like the d1 setup then usually it is the pump cavitating or the power steering unit.
check the pump without belt and make sure it doesnt have end play ie the pulley moves in and out by more that a millimetre or two.
you can bleed the old oil out of the system and fill the system with new by opening the bleed screw on the top of the power steering unit while someone slowly moves the steering wheel from side to side... make sure you keep the fill bottle full.... you need engine running of course..
fixed it in my d1...
make sure you use the right oil...
