TD5 Belt squeal- Power steering pump?

I'm just trying to find the cause of a squeal & kind of chirping on shutdown & after replacing all idler pulleys & tensioner & belt I find a fair bit of resistance in the Power steering pulley rotating and am now thinking this is the culprit.
Would pressure required to rotate it be less than two fingers pushing down at moderate pressure or one finger as hard as you can?. That's what it takes to get it to revolve.
Its a new water pump and this noise problem comes & goes but I'm sure the P/S pump was much freer about 1,000klm ago, so maybe it has been the problem all the time?

^ Squeak on shutdown is normally harmonic balancer, although in my case it was the viscous fan bearing.
The day I worked out what it was, turned out to be the day it let go 20kms from home

According to Fred Smith, who I bought it off, it has had a new harmonic balancer fitted ( but nothing in the service booklet) & he fitted a new viscous fan about 1200klm ago for me.

Wouldn't be the viscous fan itself, but the bearing on the shaft which the fan screws to.
I had to replace mine a couple of weeks ago. It would intermittently squeak on start up.
