I think from the description it is probably one brake shoe a little too tight on the wheel - easy to check by simply backing off both brake shoes. Could be the handbrake, try the same, although since there is only one adjuster, if one of the plungers is rusted up, one shoe may not come back.
If a shoe is touching the drum, rotation in one direction will be easier than the other, as the shoe pulls on in one direction and off in the other. It is also possible, if you have both wheels jacked up, that the dragging shoe is on the opposite wheel, and turning in one direction allows the opposite wheel to turn, but the other way stops it so that the prop shaft has to turn, which gives more load, since you are working through a step up gear looked at form that way.
