After weekends playing in mud I find the clay/mud slosh from spinning wheels (and hitting big mud pools) would end up in the fuel recess. I would then high pressure hose out.

And in the summer months I often go to the Murray where a lot of the fine dust always ends up in the fuel filler recess.

The cover helps to keep some of this stuff out and lessens the chance of foreign material going into fuel tank when filling up.
