If you get a RedArc remote head version you can mount it anywhere you like.
See here Home | Redarc Electronics
I have fitted one to Dmdigital's puma, very nice easy fit.
I have the Redarc as well. As it is solid state it can be mounted in any position, where as the Tekonsha type units need to be mounted at a prescribed angle which is difficult in a defender. The Redarc units are a lot cheaper and you can also get a remote switch so the unit can be mounted hidden away. The standard unit is not that big anyway (smaller than a cigarette packet).
I mounted mine on the bottom front part of the console in front of the cup holder area. Easy to see, easy to get to manually and then ran the cabling through existing gromets to battery area and rear of Defender.

I'm with CraigE,
Mounted the controller on a piece on teak right on the front of the cubby, which pushed the bracket about an inch forward. This let the unit sit about a 45 degree angle, and was nicely at hand from the gear lever if you need to adjust the unit or apply brake manually. It also provided a reflection onto the windscreen so you can see that it is working without looking down. Cables fed neatly under cubby through centre seat plate and then to batt box.
Have also put one (Haynes - no pendulum issue) in the 90 Puma, its on the right side lower centre console, just above heater outlet. Works alright, nice and neat but have to grab the handbrake carefully or it raps the knuckles!!

Misquoted, I did not say flat. From the fitting instructions I have seen even the non pendulum types have to be fitted at a prescribed angle and while this may be ok up to 90 deg vertically the unit must be level horizontally. Of course I may be wrong, but my understanding is only a solid state unit can be fitted at any angle or position.
