Thermostat is an easy test - take it out and test in hot water to see its opening at the correct temp.
If the radiator hasn't been rodded in the last few years I'd be doing that if the thermostat is OK.

Hi all, today I was blasting home on the freeway and the temp was reading 98 degrees Celsius and it was cool and raining!
Just wondering if that is getting a little too high? Normally runs around 92. I think the thermostat is 88 deg. C and was replaced around 6 months ago along with water pump.
I have a new vdo gauge and sender which is far more accurate that the L/R one.
What things should I look for? Could it be thermostat, thermo fan or even radiator?

Second all that, rad possibly needs rodding out.
Inability to exchange heat even at freeway speeds points to that.
