    *update*
    I have made a call to my counterparts in WA and while there does not seem to be a law against fibreglass construction these bonnets have not gone through a adr approval and its a little grey.
    So like most modifications its on the owner to comply with there local laws.

    As lr90freak has posted there is no law against them but these particular bonnets have not gone through ADR testing.
