Can only speak for earlier TDI and County models, and no it does not have to be done that way. I have swapped out many.
It is a preference thing. Either:
* Remove in situ by undoing the top cover plate of the box in the engine bay and undoing the adjustment locknuts and the two nuts holding the master. You'll need to slide a ring spanner/vice grips up the inside of the box from the footwell to hold the lower bolt - fiddly.
or
* Remove the sound deadening in the footwell and undo the bolts holding the box
After using the first method for many years, I have gone to the second, as I actually think it is easier
