Yes, German. The first few letters represent the district it is registered in; this one looks like HS - Heinsberg, right on the border with the Netherlands.

						There is another land rover defender (a 110 hard top) on the German Ex-Tec site with what appears to be the same design on the doors.

Wonder if it's a previous vehicle of the same owners or part of a tour group or rally or something like that..
Anyways, the 110 in Blade74's pic has the Ex-Tec stainless spare wheel holder,
