Most likely the rear brake adjustment, but you can check this by clamping off the flexible line to the rear brakes. If this fixes the pedal, you need to take a good look at the rear brakes - take the drums off and check that there are no evident problems such as badly worn linings or drums, and that the adjusters are not worn so they don't stay put.
If clamping the rear brake line does not fix the problem, it is most likely a problem with the adjustment of the pushrod from the pedal to the booster or from it to the m/c.
While it is just possible that the problem is air remaining in the system somewhere, this system is not usually regarded as difficult to bleed. A faulty master cylinder that is not operating one of the circuits (front or rear) is possible, but in my view, very unlikely.
