Believe it or not that is actually a factory part. One of those bizarre bits you needed back in group N days. This was the best link I could find in a quick google search but you get the idea:

We run one in our car and really they are bit ordinary and don't seal particularly well - its just a toggle latch like the old Mini rear windows. They look nice but I don't think it would work all that well on a Defender roof. The old spring loaded caravan jobbies work better and are a lot cheaper too:
