I'm fairly Shure that there legal on steel rims but I'm not Shure
Any thoughts?

Legal or not, I would not do it as 7" is pretty wide given they originally fitted on 5.5" rims.
In my humble opinion they would not "cling" to the rims sufficiently. Others may have practical experience.
Yes, can't see an issue with that. While I don't recall the exact the size of an '02 Defender, they must be close to that size from the factory and you can go up to 50mm in diameter bigger legally and without engineering in Vic. As mentioned though, not sure how well they would work on a 7" rim, but would be fine on something narrower.

Onto 16x7 is borderline. Many are 5.5-6.5" rim rated.
The issues will be prone to coming off the bead, and exposed side wall when aired down.
