    if the low relay is clicking/picking up determine which is the supply and the switched supply. check other terminals not coil and with test lamp on a good earth find which one has power ,the other one is the one that goes to the light (you could put short from a known + to it and see if lights up low beam)

    Thanks to everyone for their input into my problem, the fault was found, it was a faulty connection to the low bean relay (pink and two pin), which by the is located behind the dashboard, near the wiper relay. Grrrr.
