Your wiper/lights issue is certainly the earth wire for the instrument cluster. On my somewhat older 110, (from memory)this is a wire that goes under oe of the screws holding the cluster in place.
The blinker/hazard issue is either the flasher unit or, far more likely, the hazard switch. These switches are, in my experience, very trouble prone, possibly because they carry significant current whenever blinkers are used, but are very rarely moved, so that there is no movement on the contacts to rub off even very light corrosion.
